The CCID Consulting's Research Center on County Economies, a think tank under the Ministry of Industry and Information Technology, announced the 2023 CCID Top 100 Counties List in Beijing on July 25. Hunan's Changsha County, Liuyang County-level City, Ningxiang County-level City, and Liling County-level City made the list, ranking 10th, 19th, 24th, and 70th respectively.

The evaluation follows five principles and is based on an index system that includes four primary indicators: economic strength, growth potential, affluence, and green level. It also incorporates eight secondary indicators and 27 tertiary indicators. The evaluation sets "dual thresholds" of both regional gross domestic product (GDP) and fiscal revenue to comprehensively assess the level of high-quality development in the county's economy. Based on these criteria, the final list is formed.

Changsha County, as a flagship of county-level economic growth in the central and western regions of China, has given priority to the high-quality development. It has achieved remarkable results in building a modernized industrial system, with a regional GDP of 211.442 billion yuan in 2022.

Liuyang County-level City is not only known as the "hometown of fireworks and firecrackers", but also a fertile ground for emerging industries. The Liuyang Economic and Technological Development Zone, with electronic information and biomedicine as the leading industries, has entered the ranks of the "100-billion-yuan industrial park".

Ningxiang County-level City, has held fast to the principle of boosting development through industrial advancement. It has maintained stable and steady progress in the battle for the initiative in stabilizing economic growth.

Liling County-level City has made efforts to polish the calling card of ceramics, by accelerating transformation and upgrading to create a world-class industrial cluster.
