The 2023 China Assessment Report on High-quality Development was released at the Third China Urban High-quality Development and International Cooperation Conference on July 22. Based on the comprehensive assessment in the report, Changsha won the titles of "Top Ten Benchmark Cities on High-quality Development in 2023" and "Best Cities for Business on High-quality Development in 2023".

Several counties and industrial parks in Changsha also made the high-quality development lists in this report. Changsha County was included in "Top Ten Benchmark Counties/County-level Cities/Districts on High-quality Development in 2023". Liuyang City won the title of "Best Counties/County-level Cities/Districts for Business on High-quality Development in 2023". Liuyang Economic and Technological Development Zone was among "Best Parks for Business on High-quality Development in 2023", and Yuhua Block of Hunan Pilot Free Trade Zone Changsha Area was included in "Top Ten Parks on Export-oriented High-quality Development in 2023".

Changsha has prioritized high-quality development in the construction of a modern new Changsha. It has been implementing the new development philosophy on all fronts and continuing efforts to create a market-oriented, law-based, internationalized, and world-class business environment. As a result of these efforts, Changsha has emerged as a leader in high-quality development among provincial capitals in the country. 

Changsha County has fueled development with focus on economic growth, sci-tech innovation, development environment optimization, risk prevention and resolution, production safety and key matters related to people's livelihood; taken the lead in creating three hubs and a demonstration zone for modernization; and made continued efforts to expand new spaces, develop new industries, and gain new advantages.

This year, Liuyang City has thoroughly implemented the "Year of Business Environment Improvement" campaign, provided enterprises with sincere, considerate, professional, tailored and efficient services, and continuously raised the profile of business environment. Currently, the total number of business entities in Liuyang exceeds 160,000, reaching a new high in recent five years and ranking first among counties and county-level cities in the province.

The China Urban High-quality Development and International Cooperation Conference is one of a series of brand activities organized by Global Times. Initiated in 2021, the conference has been successfully held for two sessions. 

By means of big data statistics, market research and other methods, the report made a comprehensive assessment on the results of China's high-quality development, and released a number of high-quality development lists.
