The Hunan Development and Reform Commission, Hunan Department of Transportation, Hunan Department of Commerce, and Hunan Postal Administration jointly issued a guideline on accelerating Hunan's modern logistics development. The guideline focuses on five aspects and maps out 30 specific missions. It aims to step up constructing a modern logistics operation system featuring "passages + hubs + network + platforms", and propel modern logistics businesses to improve quality, raise efficiency, and reduce costs.
The five focused aspects are: promoting unimpeded logistics passages; building logistics hubs; improving logistics network; establishing logistics platforms; and, enhancing guarantees for production factors. Concentrating on these aspects, Hunan will give priority to:
- Constructing five international trade passages and freight hubs, namely, China-Europe freight train service in Changsha, river-sea combined transport in Yueyang's Chenglingji, Hunan-Guangdong-Africa rail-sea intermodal transport in Zhuzhou, Huaihua-ASEAN freight train service, and Changsha's international air freight;
- Promoting joint development of the operation, logistics, and industrial platforms of the Huaihua International Land Port and the New International Land-Sea Trade Corridor, and facilitating Hunan to integrate into the Corridor;
- Speeding up the construction of unimpeded comprehensive logistics passages of the Beijing-Hong Kong-Macao Expressway and the Shanghai-Kunming Expressway, enhancing passage functionality of the Hohhot-Nanning High-speed Railway, Jiaozuo-Liuzhou Railway, and Hunan-Guangxi High-speed Railway, and propelling the construction of unfinished expressways and expanding and renovating the bottleneck and overloaded freight railways; and,
- Getting through the second waterway connecting the Dongting Lake and the Yangtze River, and accelerating studies on the Hunan-Guangxi Canal.
The guideline also specifies that continuous efforts will be made to boost the construction of national logistics hubs in such styles as the Changsha land port, Yueyang port, Hengyang land port, and Huaihua commercial service port, and support the building of regional cold-chain logistics hubs. Loudi, Changde, and Yongzhou which are qualified for constructing national logistics hubs are included into the national layout of the cities with logistics hubs. The northwestern area, greater Xiangxi area, and southern area of Hunan Province are covered by the national logistics hubs' radiations.
The Hunan Department of Transportation will unite with the provincial postal administration and other relevant departments to promote e-commerce and parcel delivery co-development demonstration zone in rural areas, and courier services for modern agriculture demonstration project; research, develop, and construct an integrated mail information system platform, and accelerate the "digital parcel delivery in rural areas" action; and, improve the emergency transportation coordination mechanism, and build a three-dimensional emergency logistics passage system consisting of railroads, highways, waterways, and aviation.
