The 2023 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference was held in Guiyang, the capital city of Guizhou Province, on July 7, 2023.
Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province, led a delegation to participate in the conference and delivered a speech. He remarked that Hunan will comprehensively implement the important remarks made by President Xi Jinping on coordinated development between regions; carry forward the arrangements of the 20th CPC National Congress on "developing a regional economic layout that complement each other's strengths and promote high-quality development"; and, work together with all parties in the Pan-Pearl River Delta (PPRD), to achieve high-quality regional development in the new era.

The meeting listened to the progress of work related to PPRD regional cooperation since 2021 and the report on the work of the PPRD Secretariat. The parties jointly signed the Minutes of the 2023 Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference. The chief executives had in-depth discussions on topics of common concern and put forward a number of cooperation proposals on coordinating regional development.

Background Information
The Pan-Pearl River Delta (PPRD) region is linked by the Pearl River system and includes eight provinces and one autonomous region, as well as two special administrative regions; namely Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunnan, and Hong Kong and Macao SARs (known as "9 + 2"). Boasting about one fifth of the country's land area, one third of the total population, and one third of the total economic volume, it is one of the most vital and promising area in China.
In 2004, with the approval of the State Council, the "9+2" parties promoted the establishment of PPRD regional cooperation in Guangzhou and formed a mechanism of chief executive joint conference, which is held annually. Over the past nineteen years, the PPRD parties have deepened their cooperation in various fields such as major strategic coordination, infrastructure construction, industrial complementary collaboration, ecological protection, and social undertakings. The Pan-PRD regional cooperation has been formally upgraded to a national strategy.
