The Incentive Results of the Forest Chief Scheme for 2022 was announced recently. Eight cities and counties across the country, including Yueyang County of Hunan Province, were commended by the State Council.
On December 29, 2020, the general offices of the Communist Party of China Central Committee and the State Council issued a guideline to implement a forest chief scheme nationwide amid the country's continuous efforts to establish a long-term mechanism for the protection and development of forest and grassland resources. In July 2021, Hunan implemented the forest chief scheme provincewide. A forest chief system that top Party or government officials at the provincial, city, county, township, and village levels assume the role of forest chief within their respective areas of administration is steadily developing and becoming more mature.
After two years of implementation of the scheme, Yueyang County has established a full-coverage forest chief responsibility system, a “1+3+4” management and protection grid system, and a one-stop “forest and wetland” integrated system. The county has implemented required tasks and developed its distinctive features according to actual conditions. The county has focused on four ecological function zones to promote high-standard construction of forest chief offices in townships and towns, gradually pushed forward mechanisms such as “N + forest chief scheme” and “forest chiefs + chief prosecutors”. Thanks to these efforts, a unique forest chief scheme work pattern has taken shape.
This year, the National Forestry and Grassland Administration launched an evaluation for the incentive effects of the 2022 forest chief scheme on local governments in 31 cities and counties across the country. The event serves as an important measure to promote the implementation of the forest chief scheme by local authorities. Finally, eight cities and counties were recognized by the State Council for their significant achievements in implementing the forest chief scheme. They were Chengde City in Hebei Province, Changxing County in Zhejiang Province, Chuzhou City in Anhui Province, Sanming City in Fujian Province, Fuzhou City in Jiangxi Province, Yueyang County in Hunan Province, Pingyuan County in Guangdong Province, and Jiangkou County in Guizhou Province. The central government would allocate funds for forestry reform and development to the recognized local governments. Each city would be rewarded 20 million yuan and each county 10 million yuan as incentives.
