Hunan has given priority to introducing complete vehicle manufacturers, cultivating supporting businesses, and forming a new-energy automobile industrial system featuring coordinated development of both complete vehicles and auto parts, according to the Hunan Development and Reform Commission.

Between January and April, the output of new-energy vehicles (NEVs) in Hunan Province reached 257,000. The share of NEVs produced in Hunan Province during this period has increased to 11.2% of the country's total. The growth rate reached 158.9%, which was nearly 120 percentage points higher than the national average.

Hunan's NEV industrial scale has been continuously increasing. There are 12 NEV manufacturers in Hunan Province, including BYD, BAIC's Zhuzhou subsidiary, CRRC Electric, Geely, GAC Mitsubishi, ENOVATE, and Sany Automobile Manufacturing. In 2022, 496,000 NEVs were produced in Hunan, a year-on-year growth of 248.8%, which was nearly 152 percentage points higher than the national average. Hunan has grown into a major NEV manufacturing base in China. The proportion of the NEV output in the provincial total auto output reached 52%, which was 100% higher than the national average.

The industrial chain has been continuously improving. Hunan boasts superiority in the R&D of three core parts of NEVs – vehicle control unit (VCU), motor control unit (MCU), and battery management system (BMS). The Zhuzhou CRRC Times Electric takes the national lead in IGBT R&D and manufacturing. The CRRC Zhuzhou Electric and the Zhuzhou Gear companies have independent R&D, design, and production capacity in the key fields such as electric vehicle motors, electronic control system assemblies and transmission devices. As a front-runner in domestic field of upstream materials of batteries, Hunan is an important raw materials supplier for domestic and foreign battery giants such as Panasonic, Samsung, and CATL.

SAIC Volkswagen will gradually begin production of NEVs based on its MEB electric vehicle platform in Changsha starting from 2024, with an expected annual capacity of 100,000 NEVs. By then, the Changsha Plant will be able to realize mixed production of the MQB platform for fuel vehicles and the MEB platform for electric vehicles.
