The General Administration of Customs of China (GACC) recently approved that, the Changsha Huanghua Comprehensive Bonded Zone has passed the acceptance inspection for its second phase which covers an enclosed area of 0.5255 square kilometers. Henceforth, the whole zone has passed the inspection, marking a new breakthrough of Hunan Province in establishing high-level opening up platforms.
In accordance with the State Council's decisions and deployments on accelerating integration and optimization of the special customs regulation zones, Hunan has completed adjustment and optimization of the planned and enclosed areas while boosting integration of the comprehensive bonded zones.
The Changsha Huanghua Comprehensive Bonded Zone is Hunan's first airport-based comprehensive bonded zone. It was set up in May 2016, with the approval of the State Council. Its first phase, covering an enclosed area of 0.73 square kilometers, passed the acceptance inspection for the infrastructure and supervision facilities in June 2017, and was put into operation on June 25 that year.
Hunan has five comprehensive bonded zones so far – Changsha Huanghua, Yueyang Chenglingji, Chenzhou, Hengyang, and Xiangtan, with the number among the highest in central and western regions of China. These zones have become significant platforms to support Hunan's building of a hub of reform and opening up in inland areas. In a national assessment of comprehensive bonded zones' development performance last year, the Yueyang Chenglingji Comprehensive Bonded Zone was rated as A-class in the ranking of the central and western regions (including the three northeastern provinces). The Changsha Customs data shows that, in the first five months this year, the import and export value of Hunan's five comprehensive bonded zones reached 71.433 billion CNY, accounting for 24.3% of the provincial total.
