In the past 40 years, more than 6,000 Hong Kong and Macao enterprises have invested in Hunan, accounting for about 67% of the province's foreign investment. Hunan has set up 406 enterprises in Hong Kong and Macao, whose investment amount accounting for more than 40% of the province's outward investment. Governor Mao believed that the three places are facing major strategic opportunities such as the "Belt and Road" Initiative, Pan-Pearl River Delta regional cooperation, and GBA development. Hong Kong and Macao are backed by the motherland and connected to the world, playing the role of "super connectors". Hunan is located in a belt linking the coastal areas and the central and western regions and a joint zone between the Yangtze River Economic Belt and the coastal open economic belt. It is an important hinterland for GBA development and a major bearer of GBA industrial transfer. Hunan urgently needs to introduce the unique advantages of Hong Kong and Macao in financial technology, international trade, and modern services into Hunan, to assist its high-quality development and achieve mutual benefit and win-win results.

On the morning of May 29, Governor Mao had a discussion with Wang Xiangming, chairman of China Resources Group, in Hong Kong.

Governor Mao expected Hunan, Hong Kong, and Macao to strengthen exchanges and cooperation. The three places may develop markets in trade coordination, achieve win-win results in industrial integration, collaborate and benefit from financial partnership, and deepen communication in cultural and tourism exchanges.

On the morning of May 30, Governor Mao and some representatives of Hong Kong and Macao entrepreneurs had a seminar in Hong Kong.

He thanked everyone for their positive contributions to Hunan's economic and social development. He said that Hunan warmly welcomes Hong Kong and Macao entrepreneurs to actively participate in implementing the "Three Hubs and Four New Missions" Strategy to draw a beautiful blueprint for Hunan's development. He hoped them to support, invest in, and promote Hunan as always, and leverage their advantages of capital, management, technology, and brand to Hunan's advantageous industries, resource endowment, and broad market, so as to push forward cooperation to a wider range and higher level. He also emphasized that efforts will be made to enhance platform support with higher capacity, create a more favorable development environment, and facilitate investment in Hunan, he added.
