The Hunan Department of Industry and Information Technology recently released a list of 100 provincial landmark "new digital infrastructure construction" projects for 2023, with a total investment of more than 13.3 billion CNY. The investment in individual project exceeds 20 million CNY, and 12 projects have an investment of over 100 million CNY each.
Hunan has released such annual landmark projects for four consecutive years. The projects this year cover a wide range of fields including industrial internet, big data, artificial intelligence (AI), internet of things, 5G technology development and application, cloud computing, and blockchain.
AI infrastructure construction has embarked on a fast lane of development. The first phase of the Sinnet Changsha Green Cloud Computing Center, with an investment of 550 million CNY, aims to establish Changsha's largest third-party carrier-neutral data center. Upon operation, it will offer cloud computing services equivalent to more than 100,000 servers. Among the shortlisted AI, cloud computing, and big data projects, more than 60% are in Changsha, marking the rapid progress that Changsha has made in constructing the national AI innovation and application pilot zone.
Industrial upgrading infrastructure construction is prioritized in investment. Nearly 70% of the 100 landmark projects are related to the infrastructure to be developed to promote industrial upgrading, with manufacturing as the mainstay. This dovetails with Hunan's development trend of digital transformation in key industries. For instance, the Zoomlion Yuelu Smart Farm project will collect and analyze agricultural big data and make decisions accordingly to provide targeted technical support and services for crop planting.
Integrated infrastructure construction speeds up empowering real economy. New infrastructure scenarios continued to emerge, such as intelligent medical care, intelligent campuses, intelligent ports, and intelligent mines, forming a new development paradigm based on integration and mutual promotion between traditional and emerging sectors. For example, the Xiangtan Iron and Steel Group's factory for 5-meter wide and heavy steel plate production utilizes a quality big data system to enhance scientific assessment and decision-making capacity in steelmaking quality management. The Rootchain zero-carbon management platform can carry out online examination and real-time display of enterprises' carbon emission data.
