A cross-boundary truck with a valid Closed Road Permit (CRP) departed from the Chenzhou Customs supervision and inspection site after automatically completing the customs inspection procedures and headed towards Hong Kong SAR on the morning of April 12, 2023. It was loaded with 10 tons of Yizhang navel oranges which were Hunan's first export of agricultural products via the "rapid customs clearance for goods" mode.
These navel oranges arrived in Hong Kong smoothly at 15:00 that afternoon, with the whole time plunged over 40% compared with before. The exporting company manager Chen Hui mentioned that fresh agricultural products transportation has a high requirement for timeliness. His company supplies navel oranges to Hong Kong. In the past, the oranges had to be reloaded onto designated vehicles with CRP at Dongguan or other sites before entering Hong Kong. Thanks to the "rapid customs clearance for goods"mode and the "green channel" for agricultural product export, navel oranges can be directly transported from Chenzhou to Hong Kong. The company's navel oranges supplied to Hong Kong will exceed 1,000 tons this year.
According to the General Administration of Customs of China, Hunan was approved to become China's second province that implements the "rapid customs clearance for goods" reform, after Guangdong Province, in late 2022. Hence, the Hunan products to and from Hong Kong can complete rapid customs clearance at road ports or local supervision sites automatically. Cross-boundary vehicles can complete customs clearance processes in 24 hours. This mode would effectively reduce the enterprises' customs clearance cost and open a new channel for Hunan products to go global. Hunan's specialty products can be transported on land passages to Hong Kong and delivered overseas.
The next step will be to include more Hunan specialty agricultural products into the scope of the "rapid customs clearance" reform and fully unleash policy dividends, said a person in charge of Changsha Customs.
