The China Media Group released its 2022 report on cities' business environment innovation in Beijing on April 3. Changsha has been selected as an innovative city in terms of business environment in 2022, due to its outstanding performance in removing regional barriers and improving investment and construction. A pioneering practice of Changsha, titled "Focusing on expanding the application of electronic certificates and accelerating the construction of a 'certification-free city'", has been included in the report and promoted nationwide. In addition, Changsha County, and Liuyang and Ningxiang county-level cities were among innovative counties or county-level cities in business environment in 2022.

The report is a key project launched by the China Media Group based on the perspective of a third-party media group. Changsha's good practices in regard of business environment innovation have been included in the report for two consecutive years. In 2021, the shortlisted practice was titled "Changsha creates a 'single window' collaborative platform and improves the 'last kilometer' service at ports".

In recent years, Changsha has taken business environment optimization as a top priority; adhered to the goal of "fostering a first-class business environment both at home and abroad"; highlighted the whole life cycle, guarantee of all factors, convenience in all fields and whole-system optimization; and, developed upgraded versions of investment services, government services, factor services, protection of rights and interests, cordial and clean relations, and inclusiveness to further stimulate and ensure the vitality of market entities.

Changsha ranked sixth in the 2022 "Evaluation of Business Environment by Ten Thousands of Private Enterprises" survey by the All-China Federation of Industry and Commerce, up three places from the previous year and ranking first in central and western China.
