Hunan Rolls out 20 Measures to Support Recovery of Cultural Tourism Industry

The 2023 Hunan Cultural and Tourism Consumption Season was launched at Suxian District in Chenzhou City on March 31. The event was hosted by the Hunan Provincial Department of Culture and Tourism, the CPC Chenzhou Municipal Committee, and the Chenzhou Municipal People's Government, and organized by the Chenzhou Municipal Bureau of Culture, Tourism, Radio, Television, and Sports. An activity of 500,000 tourists from Hong Kong and Macao to visit Chenzhou was launched simultaneously, aiming to cooperate with the Guangzhou-Hong Kong-Macao Greater Bay Area. 

The Hunan Provincial Department of Culture and Tourism issued 20 measures to promote recovery and revitalization of the cultural tourism industry of Hunan Province. The measures will focus on five aspects, including increasing financial support, stimulating the consumption of cultural tourism market, expanding the supply of cultural tourism products, strengthening cooperation, communication and promotion, and regulating and optimizing market environment.

Efforts will be made to play the leading role of fiscal funds. A 300-million-yuan special fund for provincial culture and tourism development will be allocated. The fund will support Hunan in building itself into a world-class tourist destination and creating five calling cards, and give priority to projects that prop up consumption and integrate culture and tourism. Financial cooperation in the cultural and tourism sector will be promoted. A fund for risk compensation of financing assurance for provincial tourism enterprises, part of the 2023 Hunan provincial culture and tourism development special fund, will be set up to support the recovery of micro, small and medium-sized enterprises. With the goal of fostering 100-billion-yuan enterprises and 10-billion-yuan enterprises in the cultural and tourism industry, Hunan will take actions to help prospective cultural tourism firms go public. The world's top 500 tourism companies and the top 20 enterprises of China Tourism Group are encouraged to invest in Hunan or set up branches in Hunan. If the branch generates an annual revenue of 50 million yuan, it may be eligible for a reward from the Hunan provincial culture and tourism special fund. The reward amount will be calculated as 5% of the branch's annual revenue and will not exceed 5 million yuan. 

Priority will be given to promoting cultural tourism consumption featuring five calling cards. The "five calling cards" involve the unique and beautiful landscapes represented by Zhangjiajie; the red or revolutionary tradition represented by Shaoshan; the urban leisure life represented by Changsha; the farming culture represented by the ancient cultural site of Chengtoushan; and, the history and culture represented by Hengshan Mountain (Nanyue). A core product system focusing on the five calling cards will be established. Regarding inbound tourism, appropriate subsidies will be given to travel agencies who make great contributions to introducing tourists to Hunan.
