He stressed implementing the spirit of the 20th CPC National Congress and President Xi Jinping's important speeches, directives, and instructions on Hunan Province, and comprehensively carrying forward the positioning, missions, and tasks of the "Three Hubs and Four New Missions". He called for shouldering responsibilities and daring to innovate, to win the "Six Battles for Development", highlight Hengyang's efforts, and enhance its contributions and supporting role as a provincial sub-center city.
