Hunan Ranks First in National Assessment of "Forest Chief" Scheme Implementation

Hunan Province ranked first in the national assessment of the "forest chief" scheme operation in 2022, according to the Hunan Forestry Administration. The State Council commended Yueyang County for its real practice and solid work in implementing the "forest chief" scheme. This is Hunan's second winner of such an honor.

As of the end of 2022, regional "forest chief" authorities have been established in 87 counties (county-level cities and districts) of 11 cities and prefecture, and related offices set up in 1,755 towns, townships, and neighborhoods relevant to the implementation of the scheme. A forest "chief + rangers + supervisors + executors + technicians" personnel mechanism has been formed. The forest guardian system has been adopted and promoted provincewide. The effectiveness of Hunan's forest ranger patrols ranked first nationwide. 

Hunan Province launched the "forest chief" scheme in July 2021, and since then has established a five-level organizational mechanism – at provincial, municipal, county, township, and village levels. In 2022, the first batch of eight model cities and counties across China to implement the "forest chief" scheme were commended by the State Council, including Liuyang City, Hunan's first to win such an honor.
