The Ministry of Natural Resources recently released a list of the first batch of 258 national demonstration counties and county-level cities for economical and intensive use of natural resources. The demonstration duration lasts from 2023 to 2025 when the second batch is to be selected. Changsha County and Liuyang and Ningxiang county-level cities are on the list. 

Since 2019, Changsha County and Liuyang and Ningxiang county-level cities have adopted a planning mode based on city-town, town-village, township-town integrations. They launched compiling work of overall planning of territorial space, spatial planning of townships and towns outside the central urban areas, and practical village planning for the areas outside the boundaries for urban development, which mapped out a blueprint of rural revitalization.

Besides, the three regions launched pilot work of rural revitalization based on natural resources, and achieved effective results in marketing rural collective land for development purposes, "standardized land + commitment system" reform, flexible transfer of industrial land, comprehensive land management, and reform of the rural homestead system. 

Beyond that, the three regions have established a "farm chief scheme" to promote comprehensive land management and reuse of plough layers. They have been vigorously boosting arable land reform and recovery, constructing high-standard farmland, and firmly keeping a red line to ensure arable land; and, persisting in strict management and control of project-use land and intensifying idle land disposition.
