A meeting of directors of Hunan provincial culture and tourism authorities was held in Changsha on February 2, 2023. The meeting revealed that this year Hunan will focus on tourism development conferences, increase the popularity of five calling cards, and set up a new paradigm of high-quality development of culture and tourism. The province will strive to achieve a total tourism revenue of about 800 billion yuan, recovering to the 2019 level.

This year Hunan will further promote the construction of national culture parks for the Long March (Hunan section) and Yangtze cultural parks. A batch of tourism landscapes highlighting natural sceneries; urban-rural customs; and, cultural heritage and history are planned to be built along expressways, high-speed rail lines, rivers, lakes, county or city main roads. A number of high-quality passages, channels, and footpaths will be constructed. A three-year action plan to accelerate the building of a world tourist destination will be introduced.   

Hunan will implement nine actions to recover the cultural tourism industry. A three-year action plan on cultivating new business forms of culture and tourism of Hunan Province (2023-2025) will be formulated. A series of cultural tourism brands themed "Welcome to Charming Hunan" will be built. New technologies will be widely used in cultural tourism scenarios and an action plan to evaluate tourist satisfaction on Hunan will be implemented.

A three-year action plan will be launched to support the creation of excellent screenplays. Construction of the new Hunan Library will be quickened. A work conference on cultural relics of Hunan Province will be held, introducing a guideline on building Hunan into a powerhouse in cultural relics protection and utilization. To this end, six appropriate projects will be implemented. Implementation opinions on further strengthening protection of intangible cultural heritage will be issued, and a provincial integrated management platform for intangible cultural heritage protection will be established.

A "Hunan mode" of rural revitalization empowered by culture and tourism will be formed. A guideline on promoting culture and tourism to empower rural revitalization will be introduced, supporting the construction of national and provincial key rural tourism villages.
