The First Session of the 14th Hunan Provincial People's Congress held its second plenary meeting on the afternoon of January 15. Provincial leaders Zhang Qingwei, Mao Weiming, Li Weiwei, and Mao Wanchun attended and were seated on the rostrum.

There should be 755 deputies at this meeting, and there were 736 present. The number of attendants constitutes the quorum.

Wu Lan, Ma Na, Wang Wuxing, Wang Xiangqian, Mao Tie, Wen Zhiqiang, Wen Shuxun, Wen Fuheng, Gan Yuehua, Ai Kezhi, Shi Hong, Long Chaoyang, Tian Huayu, Tian Zongzhi, Tian Fude, Bai Liqiong, Feng Yu, Zhu Hongwu, and Liu Wenxin served as executive chairpersons. Wu Lan chaired the meeting.

On behalf of the Standing Committee of the 13th Hunan Provincial People's Congress, Liu Lianyu, deputy director of the Standing Committee of the 13th Hunan Provincial People's Congress, delivered the work report of the Standing Committee of the Hunan Provincial People's Congress.

Deputy Director Liu said the year of 2022 was an extraordinary and challenging year. Under the strong leadership of the CPC Hunan Provincial Committee, the Standing Committee of the Hunan Provincial People's Congress adhered to following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and focused on paving the way for a successful 20th National Congress of the Communist Party of China (CPC) and studying, publicizing and implementing the spirit of the 20th CPC National Congress. The Standing Committee of the Hunan Provincial People's Congress fully implemented the spirit of the central conference on work related to the people's congresses, focused on implementing the positioning and tasks of the "Three Hubs and Four New Missions" Strategy, earnestly performed the functions and powers entrusted by the Constitution and laws, made solid progress in promoting Hunan's practices in developing whole-process people's democracy, and successfully performed all tasks set at the Fifth Session of the 13th Hunan Provincial People's Congress.

Tian Liwen, president of the Hunan Provincial High People's Court, made a work report of the Hunan Provincial High People's Court. Tian said that in the past five years, courts at all levels across the province have strived for the targets of taking the lead nationwide in various tasks and witnessed the fundamental changes and leapfrog development in all the tasks. Courts at all levels across Hunan accepted 5.386 million cases and concluded 5.45 million cases, up 95% and 107.4% respectively over the past five years.

Ye Xiaoying, procurator-general of the Hunan Provincial People's Procuratorate, made a work report of the Hunan Provincial People's Procuratorate. Ye said that in the past five years, procuratorates at all levels across the province have performed their duties according to the law, adhered to the goal- and problem-oriented principle, and made great progress in various tasks. Their groups and individuals were rated as excellence above the provincial and ministerial level for 171 and 102 times respectively.

The election method of the First Session of the 14th Hunan Provincial People's Congress was approved by voting.
