The First Session of the 14th Hunan Provincial People's Congress was grandly convened at the People's Hall of Hunan Province on the morning of January 14, 2023.

There should be 755 deputies at the meeting, and there were 739 deputies present. The number of attendants constitutes the quorum.

The report has three parts:

- Work review over the past one year and five years respectively;

- General plan for the next five years and the government's work arrangements in 2023; and,

- Comprehensively strengthening the government's self-improvement.

The attendants also listened to the report on the implementation of Hunan's economic and social development plan in 2022 and the draft plan in 2023, and the report on the implementation of Hunan provincial 2022 budget and the draft budget for 2023.
