Changsha’s Business Environment Further Improved in 2022

"It's so convenient to get things done over the phone," said Xu Siyi, the person in charge of project application of a real estate development company in Wangcheng District, Changsha. He logged in the "My Changsha" APP, filled in forms and uploaded the information, and then obtained the enterprise electronic license and other information in less than 10 minutes.
At present, 26 kinds of certificates can be issued online, 41 kinds of electronic certificates can be called in real time, and 5,088 kinds of government services can be handled with certification cut or exempted.

At the beginning of 2023, 47 units in the city submitted 189 practical cases of business environment innovation to participate in an annual evaluation. Changsha is implementing such "micro reforms" and "micro innovations" and taking targeted measures to satisfy the public.

Since 2022, Changsha has adhered to the goal of fostering a first-class business environment both at home and abroad; highlighted the whole life cycle, guarantee of all factors, convenience in all fields and whole-system optimization; integrated the industrial chain, supply chain, talent chain, capital chain and innovation chain; continued to promote reform and excellence through evaluation. As a result, its business environment has been further improved from a 1.0 version to a 3.0 one.

Business environment has been optimized at a faster pace, thus increasing the efficiency. For business handling matters of industrial parks and enterprises, Changsha has continued efforts to streamline administration and offer one-step, fast and convenient access to government services and advanced the reforms of "One-step Approval Process" and "Comprehensive Service Window" in an all-round way. Government services have been sped up by over 40%, and the proportion of government services handled via the "One-step Approval Process" has risen to over 90%. To save time and cost, Changsha has made 90% of its government services accessible at fingertips, including over 2,000 high-demand government services provided on an inter-regional basis.

A high-level talent service center has been established to provide talents with more than 20 one-stop services, such as medical care, children's enrollment, and entry-exit. The 2.8 million talents gathered in Changsha have also fully felt the city's changes in business environment. For three consecutive years, Changsha has issued policy documents on easing the difficulties of market participants and stabilizing economic operations, to release policy dividends to the most extent.

Meanwhile, Changsha has conducted regular communication and offered long-term services; implemented one-stop services of "acceptance, assignment, supervision, feedback and assessment", and carried out campaigns to publicize polices, solve problems and optimize services. So far, visits to more than 20,000 enterprises have been paid, and more than 12,000 problems have been solved. For instance, Changsha pioneered the export of automobiles via a JSQ freight vehicle of China Railway Special Cargo Logistics Co., Ltd., which reduces the average transport cost of each car by 30%.
