Hunan Highways to Achieve Comprehensive Coverage of Charging Infrastructure in 2025

Hunan unveiled a plan recently for the construction of charging infrastructure along the highways provincewide. It proposed that by 2025, 99.5% of the highways in Hunan Province will have a charging station every 50 kilometers, and the coverage rate of rural highway charging facilities will exceed 95%. This is China's first provincial-level layout plan of charging infrastructure along highways.


In August 2022, China issued an action plan to accelerate the building of charging infrastructure along highways. The Department of Transportation of Hunan Province and the Road Affairs Center of Hunan Province then initiated preparations of the "Hunan Provincial Layout Plan for Charging Infrastructure Along Highways". The Hunan Communications Research Institute Co., Ltd., a subsidiary of Hunan Construction Investment Group, compiled the plan.


The plan takes provincial highways as the framework, and the districts, counties, towns, townships, and residential areas along highways and highway service facilities as the nodes. It plans to set up 218 charging stations and 3,504 charging parking spaces in expressway service areas and parking areas, and 1,762 charging stations and 10,348 charging parking units along the national, provincial, and rural roads. Charging facilities will cover all the counties, county-level cities, and urban districts, 1,530 towns and townships, as well as various residential areas across Hunan.


According to the plan, Hunan's 20 national and 188 provincial highways will take the lead in achieving full coverage of charging infrastructure by 2023. Meanwhile, 108 scenic spots and tourist attractions at provincial-level or above, 154 scenic spots of national 4A-level or above, 143 economic development zones and industrial parks and zones at provincial-level or above, and towns and townships with industrial concentration areas will also be fully equipped with charging facilities.
