Hunan Governor Mao Weiming presided over an executive meeting of the provincial government on the afternoon of January 3, 2023. It conveyed and studied the 2023 New Year Address delivered by President Xi Jinping, and discussed on such issues as the implementation of Hunan's economic and social development plan in 2022 and the plan (draft) in 2023; workplace safety; green development of urban and rural construction; quality improvement of compulsory education; household relocation due to reservoir project; beautiful forestry farm construction; air pollution treatment of the Changsha-Zhuzhou-Xiangtan (CZT) metropolitan area and cities along the transmission channels; and, unmanned aerial vehicle (UAV) safety management.
The meeting emphasized that in 2022, facing the impact of multiple unexpected factors both at home and abroad such as the epidemic, Hunan Province implemented the 2022 plan well in general. The year 2023 marked the start of comprehensive implementation of the spirit of the 20th CPC National Congress. We should stay committed to the general principle of making advances while maintaining stable performance; give greater priority to stabilizing growth; pursue transformation and upgrading, and quality and efficiency improvement; continuously optimize the business environment; raise the quality of the people's life; and, forestall systemic risk.
The meeting pointed out that efforts should be made to:
- Further strengthen the awareness of safe development, resolutely shoulder safety responsibilities, and effectively fend off and defuse major risks;
- Abide by plan to enhance urban-rural coordination, promote green construction, increase innovation, and intensify organizational guarantees;
- Carry out the basic task of fostering virtue through education, follow the rules of education, and strive to establish a high-quality basic education system with Hunan characteristics;
- Innovate relocation work in reservoir areas, solve the relocation difficulties, and ensure the long-term livelihoods of the relocated people;
- Fortify protection of forest resources, develop new ecological industries, build a solid foundation for safe development, and improve governance and management capabilities;
- Reinforce the UAVs safety management and fulfill primary responsibility, source management, major control, emergency response, and crackdown; and,
- Highlight systematic governance, source governance, and comprehensive treatment to enable the CZT metropolitan area and cities along the transmission channels to reach the national air quality standard by 2025.
