Hunan Sees Opportunities in Foreign Trade as RCEP Takes Effect in Indonesia

The Regional Comprehensive Economic Partnership (RCEP) agreement took effect for Indonesia starting on January 2nd, 2023. The agreement will bring new opportunities for Hunan's foreign trade.

So far, the trade pact has taken effect for 14 countries since it entered into force on January 1st, 2022.

According to Changsha Customs, a total of 899 million yuan import and export goods benefited from the RCEP agreement in 2022, enjoying a tariff reduction of about 12.5 million yuan. The RCEP has had a noticeable positive impact on Hunan's foreign trade.

From January 2nd, Hunan's foreign trade enterprises can apply for an RCEP certificate of origin for export to Indonesia via the China International Trade Single Window. With approval, exporters can also issue an RCEP declaration of origin for export to the Southeast Asian country.  

Hunan and Indonesia have carried out close economic and trade cooperation. In the first 11 months of 2022, Hunan's trade with Indonesia increased 69.3% yearly to 19.17 billion yuan, accounting for 14.4% of the province's total trade volume with ASEAN countries.

On January 2nd, a company from Jianghua Yao Autonomous County applied for Hunan's first RCEP certificate of origin for a batch of 28 tons of vegetables to be exported to Indonesia from Yongzhou Customs, which is subordinate to Changsha Customs. The vegetables can enjoy a tariff reduction of 12,000 yuan with the certificate.

More than 20 kinds of vegetables can enjoy the zero-tariff policy since the RCEP came into force for Indonesia, said Song Lifang, the company's manager, adding that over 1,700 tons of vegetables are expected to be exported to Indonesia in the first quarter of this year.

Enterprises in Zhuzhou and Yueyang also obtained certificates of origin for export to Indonesia. As a result, a total of 1,600 boxes of porcelain for daily use produced by Hunan Hualian Porcelain Industry Co., Ltd. and 14.4 tons of isopropyl acetate produced by Hunan Zhongchuang Chemical Co., Ltd. can enjoy preferential tariffs in Indonesia.
