The fourth joint meeting of the Party secretaries of Changsha, Zhuzhou, and Xiangtan cities on thoroughly implementing the "Strengthening the Provincial Capital" Strategy and promoting the development of the Changsha-Zhuzhou-Xiangtan (CZT) Metropolitan Area was held in Changsha on December 24. Delegations led by the Party secretaries and mayors of Changsha, Zhuzhou, and Xiangtan cities attended. Representatives of Jiangxi Province's Pingxiang as an observer city was present at an online parallel session.

Changsha, Zhuzhou, and Xiangtan cities agreed on 50 cooperative items in six major fields, including:

- Coordinating planning in 3 aspects – establishing a unified planning system, launching studies on four major areas, and rolling out spatial planning of the CZT Metropolitan Area;

- Boosting thriving development of industry and sci-tech research in 14 aspects, including being guided by building an advanced manufacturing hub of national importance and based on constructing "three areas, two mountains, and two centers" to apply for constructing a national high-quality development demonstration area of advanced manufacturing; building construction machinery, advanced rail transit equipment, small and medium-sized aero-engine, and aviation and aerospace equipment industries into world-class industrial clusters; and, accelerating construction of a national-level regional sci-tech innovation center;

- Promoting infrastructure connectivity in 9 aspects, including establishing cold-chain logistics bases; forming a collaborative distribution network; building Changsha-Zhuzhou-Xiangtan-Yueyang combined ports; accelerating 5G bases construction; and, and applying for industrial chains reinforcement and upgrading for a national-level comprehensive freight transport hub;

- Improving and sharing services on people's livelihood in 12 aspects – focusing on such fields as education, talents, medical treatment, elderly care, cultural tourism, and government service; and enhancing cooperation in promoting integrations between industry and education, building a CZT health care union, and facilitating cross-regional government service;

- Rolling out ecological environment protection and treatment in 4 aspects, including strengthening green core areas protection and jointly constructing river system treatment and isle protection projects; and,

- Working together in reform and opening up, including applying for constructing a national comprehensive reform pilot for market-based production factors allocation, establishing a national social credit system demonstration zone, building a coordinated development area of the Hunan Pilot Free Trade Zone, and facilitating cooperation in investment promotion, foreign economy and trade, and cross-border e-commerce.

Changsha, Zhuzhou, and Xiangtan cities have enhanced cooperation in recent years, and rolled out 10 integrated development missions and 15 key cooperation items in 2021. So far, 46 of the 50 tasks in the 10 missions have been fulfilled, one task was adjusted for some reasons, and 3 are ongoing. Among the key cooperation items, 13 have been completed and 2 are progressing.
