The State Council's Joint Prevention and Control Mechanism recently released the "10 new measures" to optimize COVID-19 response. Hunan has coordinated freight and logistics as well as epidemic prevention and control accordingly. Up to now, it has maintained smooth transportation network and stable industrial and supply chains.

Road network has witnessed safe and smooth operation. The "10 new measures" required to optimize nucleic acid testing; remove all the anti-epidemic checkpoints at highways, waterways, and navigation locks; cancel the "closed-loop management" of delivery vans; and, allow the cross-regional truck drivers and passengers to travel without taking nucleic acid test upon arrival. At present, 605 highway epidemic prevention checkpoints in 13 cities and 1 prefecture provincewide have been removed, including 454 on expressways and 151 on ordinary national and provincial trunk roads.

Smooth transportation of supplies has been guaranteed. Efforts have been made to effectively ensure safe and efficient delivery of various key supplies for medical care, epidemic prevention and control, energy, and people's livelihood, and promptly accept and solve the problems caused by transportation and logistics constraints reflected by truck drivers and logistics companies. Since the announcement of the "10 new measures", the Changsha Freight Center of Guangzhou Railway Group has sent a total of 282,000 tons of cargos, an increase of 20% year on year, to ensure efficient and smooth transportation of supplies. Measures for transportation and supply of key materials have been formulated for key enterprises and logistics stations (parks). Since April 18, a total of 11,400 logistics irregularities have been resolved, and 8,673 logistics matters of key enterprises guaranteed.

Efficient operation of logistics network has been safeguarded. Monitoring and dispatching of transportation and logistics infrastructure has been strengthened, including expressways, ordinary roads, railway stations, ports and terminals, airports, and postal express distribution centers. It is strictly prohibited to close transportation and logistics infrastructure and restrict transportation services without authorization. Areas that once suspended transport services due to the epidemic control measures should restore regular operation promptly. No temporary closure control shall be allowed. There are now 134.5 pairs of service areas and 12.5 pairs of parking areas of the provincial expressways in normal operation.
