Hunan Governor Mao Weiming presided over an executive meeting of the provincial government on the afternoon of December 19, 2022. The meeting studied and implemented the spirit of the Central Economic Work Conference and the essence of the "Law on Scientific and Technological Progress of the People's Republic of China". It also planned major initiatives for modern water network construction, urban and rural medical insurance, pension service system construction, implementation of land fertility protection subsidies for cultivated land, "case-by-case approval system", and standardization of financial auditing orders.

The meeting noted that the 2022 Central Economic Work Conference is a very important meeting held after the 20th CPC National Congress. It is of great and far-reaching significance to ensure a good start to the work for overall construction of a modern socialist country. Efforts should be made to:

- Unify our thoughts and actions into the spirit of the 20th CPC National Congress and the decisions and deployment made by the CPC Central Committee on economic work next year;

- Make high-quality development our top priority and pursue progress while ensuring stability, and take more solid steps to deliver outcomes;

- Put the task of ensuring stable growth in an even more prominent position and firmly assume the responsibility as one of the top ten economic powerhouses;

- Make major breakthroughs in key core technologies, transformation of innovation achievements, empowerment of high-end platforms, and stimulation of talent creativity, to create strong impetus for economic development;

- Continue to optimize the business environment and strive to attract investment and use foreign capital;

- Prevent and resolve economic and financial risks and establish a harmonious and stable environment;

- Strengthen production safety and natural disaster risk prevention and control, and resolutely curb the occurrence of major safety accidents; and,

- Take the ten key livelihood projects as the starting point, continuously improve people's livelihood, and promote high-quality development and achieve new results.
