A plaque-conferring ceremony of the Belt and Road (Changsha) Small and Medium-sized Enterprises (SMEs) Cooperation Zone was held in Changsha on November 30. The Changsha Jinxia Economic Development Zone was awarded the plaque.

The Hunan Department of Industry and Information Technology (HNDIIT) applied to the Ministry of Industry and Information Technology (MIIT) in May 2021 for establishing the Belt and Road (Changsha) SMEs Cooperation Zone with the Jinxia Economic Development Zone as a core area. The plan aimed to accelerate forming a pattern of all-round opening up focusing on the Belt and Road Initiative, and was based on the location advantages, functional platforms, industrial foundation, and development potential of the Jinxia Economic Development Zone.

MIIT approved the application on November 4, after over one-year concerted efforts of HNDIIT, Changsha City and Kaifu District governments, and the Jinxia Economic Development Zone. This zone is the first cooperation zone for SMEs in the capital cities in the central and western regions of China, and the third one in its kind nationwide with a "Belt and Road" title.

The Jinxia Economic Development Zone has distinctive industrial features and cluster competitive advantages in such fields as modern logistics, intelligent equipment manufacturing, cross-border e-commerce, and fitness. Supported by a strong logistics network, it operates the China-Europe (Changsha) freight train service which has been in the front rank nationwide. The annual throughput of the Changsha New Port reached 14.5 million tons in 2021. The Jinxia Bonded Logistics Center handled about 28% business of the special customs regulation zones in Hunan Province. A series of Belt and Road related policies and measures were issued.
