On November 18, China's Small and Medium Cities Development Index Research Group and Guoxin Small and Medium Cities Index Research Institute released a list of China's top 100 districts and counties in terms of comprehensive strength. Three districts and four counties from Hunan Province made the list. Among them, Yuhua District ranked first among urban areas in central and western China, and Changsha County ranked 5th nationwide.

Small and medium cities refer to cities with a permanent urban population of 100,000 to 1 million, which are important participants to realize the economy's transformation from high-speed growth to high-quality development. A total of 793 districts under the jurisdiction of prefecture-level cities (including sub-provincial cities) with towns and townships and relatively independent development were assessed, based on six evaluation systems, namely, comprehensive strength, green development, investment potential, scientific and technological innovation, new urbanization quality, and comprehensive strength of towns.

Hunan's three districts on the list are all from Changsha. They are Yuhua, Yuelu and Wangcheng districts, ranking 14th, 69th and 73rd respectively. Among the province's four counties on the list, Changsha County ranked 5th; Liuyang 21st; Ningxiang 84th; and, Liling 97th.
