The General Office of the People's Government of Hunan Province recently issued the "Hunan Provincial 14th Five-Year Plan for Urban and Rural Community Service System Construction". It proposed to make a premise of improving the leading mechanism of Party building; regard enhancing the well-being of the people and increasing the residents' life quality as the starting point and ultimate goal; highlight the functions of serving, facilitating, and protecting the people; and, reinforce service facilities, personnel, and information construction as a guarantee, to promote the formation of a shared urban and rural community service pattern of co-construction and co-governance.

The plan asked to focus on the central task and serve the overall interests; prioritise community employment, elderly care, and childcare services; and, vigorously develop community service industries. Efforts should be made to:

- Follow the path of common prosperity, ensure equal enjoyment of relevant basic public services by groups with special difficulties, and demonstrate fairness and justice;

- Strengthen problem orientation and make up for shortcomings in community emergency management, risk prevention and control, medical and health care, and psychosocial services; and,

- Deepen reform and innovation, use digital technology to empower and ease the burden of the community, and improve service quality and effectiveness.

By the end of 2025, all the urban and rural communities will be equipped with comprehensive service facilities. The area of comprehensive community service facilities for every 100 residents will reach 43 square meters. There will be 18 community workers for every 10,000 urban residents. The coverage rate of volunteer service sites in comprehensive community service facilities will reach 80%.

The plan also clarified that the Party's leadership should be integrated into all aspects of the construction of the urban and rural community service system. It is essential to coordinate the building of urban and rural community service facilities, allocating service resources, cultivating service teams, and supplying service products. Importance should also be placed on establishing a smart life service circle that is convenient for and benefits the people; and comprehensively strengthening the construction of urban and rural community service systems provincewide. We should, with a higher stance, greater resolve, and more practical measures, carry out projects to fill the gaps in urban and rural community service facilities; encourage social forces to participate in community service actions; nurture community talent groups; take pilot actions for the digitization of community services; and, improve the service quality for people of new residential communities to live a better life in the new era, to continuously increase urban and rural residents' sense of fulfilment, happiness, and security.
