The Ministry of Industry and Information Technology recently approved of the "Belt and Road" (Changsha) Cooperation Zone for Small and Medium-sized Enterprises. This zone will be committed to further boosting international exchange and cooperation of small and medium-sized enterprises, improving their innovation capacity and specialization level, and motivating more such enterprises to participate in the Belt and Road cooperation.

The ministry required the zone to:

- entirely, accurately, and comprehensively implement the new development philosophy; play an active role in promoting high-quality Belt and Road cooperation; deeply integrate with the major regional strategies and the regional coordinated development strategy; and, provide strong support for creating a new pattern of development;

- thoroughly carry out the guidelines on promoting the healthy development of small and medium-sized enterprises and the 14th Five-Year Plan on promoting the development of small and medium-sized enterprises; pursue a more positive and mutually beneficial strategy of opening up; give full play to the leading and demonstration role; create a business environment facilitating the development of small and medium-sized enterprises; and, realize high-quality "bring in" and high-level "go global";

- persist in the principles of a high standard, being sustainable, and benefiting the people's livelihood; arrange and implement the development ideas and targets, primary and critical tasks, and guarantee measures for the construction plan of the zone; focus on industrial upgrading; and, motivate more small and medium-sized enterprises to participate in Belt and Road cooperation.
