China's First Africa-oriented Technology Trade Service Platform to Settle in Changsha

The Summit on High-quality Development of Non-tariff Measures to Trade, part of the 5th China International Import Expo, was held on November 8th. The summit confirmed that the China-Africa Technology Trade Measure Research and Evaluation Base would be settled in Changsha City.

It is China's first Africa-oriented technology trade service platform, co-founded by the Research Center of GACC (General Administration of Customs) for International Inspection and Quarantine Standards and Technical Regulations, Changsha Customs, and Changsha Municipal People's Government. The Hunan Pilot Free Trade Zone Changsha Area Yuhua Management Committee will undertake the construction work.
The base is led by the government and operates in a market-based mode. Specialized operation organization and international team will be formed, with such departments as comprehensive management, research and evaluation, consultation and training, and expert committee. It has eight full-time staff, among whom six have worked in Africa and mastered multiple languages, including English and French; and, a team of 139 experts who specialize in construction machinery, rail transit, agriculture and food, and other fields.

In the early stage, the base has collaborated with the Hunan Institute of Quality and Standardization in several provincial-level research projects; accomplished an introduction to the technology trade measures of 54 African countries; collected and compiled a book of more than 30,000 Africa-related technology laws and regulations; and, participated in formulation and revision of 18 international and 530 domestic standards.

The base will be responsible for collecting, sorting, and analyzing information on Africa-related technology trade measures, making early warning of risks, and informing related enterprises and industrial associations of up-to-date technology trade measures of Africa. Besides, it will integrate the advantages and resources of related parties to achieve breakthroughs in technologies, encourage and guide industrial associations and leading enterprises to participate in international standardization events, and support enterprises to carry out transformation and upgrading.
