The Cross-Strait Industrial Cooperation Zone (Hunan) Digital and Low-carbon Development Forum opened in Changsha on November 3, 2022.

Guo Jinlong, mainland chairman of the Cross-Strait CEO Summit, attended and addressed the forum. Liu Chao-shiuan, Taiwan chairman of the Cross-Strait CEO Summit, delivered a speech online.

Zhang Qingwei, secretary of the CPC Hunan Provincial Committee and director of the Standing Committee of the Hunan Provincial People's Congress, Ning Jizhe, deputy director of the Committee on Economic Affairs of the CPPCC National Committee and former deputy director of the National Development and Reform Commission (NDRC), were present and addressed the form. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan governor, was present.

Pan Xianzhang, deputy director of the Taiwan Affairs Office of the State Council, Wang Jiangping, vice minister of the Ministry of Industry and Information Technology, and Li Zhenghong, president of the Association of Taiwan Investment Enterprises on the Mainland, delivered speeches.

The forum was hosted by the Cross-Strait CEO Summit, and supported by the Taiwan Affairs Office of the State Council and the Hunan Provincial People's Government. Combining online and offline channels, it was held in Changsha and Taipei simultaneously. The participants at both venues interacted with each other and co-chaired the event via video link. Nearly 300 representatives of the mainland and Taiwan entrepreneurs and the member units of the Cross-Strait Cooperation Zone Industrial Alliance, attended by invitation.

At the opening ceremony, representatives of government departments, enterprises, and research institutions from both sides of the Strait gave keynote speeches focusing on boosting cross-Strait industrial integrated development and expanding influence of the Cross-Strait Industrial Cooperation Zone. The Hunan Development and Reform Commission issued a Cross-Strait Industrial Cooperation Zone (Hunan) Digital and Low-Carbon Development Plan. The NDRC Department of International Cooperation, the Cross-Strait Industrial Cooperation Zone (Hunan), and the Hunan Xiangjiang New Area reached a strategic cooperation agreement. Seven cross-Strait cooperation projects were contracted at the opening ceremony.

Forty projects were contracted at the forum, with a total investment of 23.8 billion yuan.

Other distinguished attendees at the opening ceremony included the Cross-Strait CEO Summit leaders Wang Xian and Xu Xianping, and Hunan provincial leaders Wu Guiying, Sui Zhongcheng, and Xie Weijiang.
