The Industry and Information Technology Department of Hunan Province (HNDIIT) recently issued the "Hunan Automobile Industry Development Plan". It said that Hunan will strive to produce 1.5 million automobiles by 2025, including more than 1 million new energy vehicles (NEVs), and the industrial output value will exceed 300 billion yuan.
In recent years, Hunan government has taken the automobile industry as a major focus in building a modern industrial system. It has introduced an array of support policies to continuously optimize the industrial structure, improve the industrial chain, dig deep into the industrial potential, and enhance innovation capabilities. The automobile industry has achieved rapid development. There are 449 enterprises above the designated size specialized in automobile manufacturing industry provincewide, including 18 vehicle manufacturers.
According to HNDIIT, Hunan made a total of 651,000 automobiles in the first nine months, with an output value of 100.38 billion yuan, increasing by 64.5% and 51.1% respectively. Among them, there were 312,500 NEVs, with an output value of 54.64 billion yuan, an increase of 318.4% and 420.4% respectively. Hunan-made NEVs accounted for 6.6% of the national total.
The plan proposed to highlight and adhere to the development direction of "electrification, intelligence, and connectivity", and vigorously develop NEVs and intelligent connected vehicles (IVCs). It clarified four major development priorities; namely, vehicles, key components, extended industries, and future industries. It outlined five major tasks, including comprehensively enhancing the innovation capabilities of the automobile industry; accelerating the transformation and upgrading of the automobile industry; speeding up the modernization of the automobile industrial chain; promoting the agglomeration and development of the automobile industry; and, continuously building a sound automobile industry ecology. It also arranged four projects of automobile core technology innovation, industrial chain upgrading, new infrastructure construction, and large-scale demonstration and application based on the major tasks.
In order to implement the plan, Hunan government has launched four major measures, namely, strengthening institutional leadership, increasing policy support, strengthening support for research on core technologies in key fields, and increasing financial support.
