The Yuhua-Xupu Industrial Park, jointly founded by the Changsha Yuhua Economic Development Zone and the Xupu Industrial Development Zone in Huaihua, put into operation on September 25, 2022. It has gained 500 million yuan of financial and credit granting support.

Changsha's Yuhua District was paired up with Huaihua's Xupu County in 2015, to assist in rural revitalization in the county. The Yuhua-Xupu Industrial Park is located in Xupu County, covering a total area of 343 mu (nearly 23 ha.) and with a total investment of 900 million yuan. Xupu County was responsible for the standard factories and infrastructure construction, while Yuhua District undertook the tasks of project promotion and park operation. The first batch of registered enterprises in the park are mainly engaged in the fields of machinery research, development, and manufacturing, and high-end costume production.

The park is based on a "headquarter + base" layout, with its headquarter in Yuhua District while the production base in Xupu County. It carries out a "main engine + parts" plan, with the main engine manufacturers in Yuhua District as a core, to form a supply chain industrial cluster in Xupu County. Meanwhile, efforts will be made to strengthen the upstream and downstream chains, and facilitate promoting products and services from upstream towards downstream companies along the industrial chain.

The Yuhua district government rolled out a supporting policy for promoting high-quality development of the jointly-built industrial park of Yuhua District and Xupu County for a trail implementation. It will provide assistance to the enterprises in seven aspects, including project investment, purchase and supporting service, platform development, and loans with discounted interest.
