Changsha held a press conference on September 21 to introduce its urban quality improvement over the past 10 years. It is one of the "Changsha's Extraordinary Achievements over the Past Decade" press conference series. Over the past decade, Changsha has been riding on the momentum, forging ahead with determination and high spirit, and promoting the construction of urban infrastructure. Consequently, the municipal functions have been gradually improved, and the living environment has been continuously optimized.

Over the past 10 years, Changsha has completed an accumulated investment of about 442.2 billion yuan, and built a backbone road network reaching about 885 kilometers in length. It has coordinated efforts to advance the work of government-subsidized rental houses, public rental houses and monetary subsidies, and built 114,300 suites of public rental houses.

Through the implementation of the "Four Increases and Two Reduces" Policy, the land area for public service facilities increased by about 2.97 million square meters, and public green spaces increased by about 670,000 square meters.

The "Four Increases and Two Reduces" Policy refers to increasing green spaces, facilities, branch roads, and public spaces, and reducing development intensity and population density.

Since 2019, Changsha has renovated 1,270 old urban residential communities and 20.45 million square meters of shantytowns.

In 2021, Changsha had 304 days with excellent or good air quality, 108 days more than in 2013. The percentage of national- and provincial-monitoring sections with excellent or good water quality has maintained 100% since 2019.
