The Hunan Development and Reform Commission recently promulgated the Modern Distribution System Construction Plan of Hunan Province (2022-2025).

According to the plan, by 2025, a multi-dimensional, efficient, intelligent, eco-friendly, open, and integrated modern distribution system will have taken shape, with the Changsha-Zhuzhou-Xiangtan area as the core, and based on the coordinated development of the south Hunan, west Hunan, and Dongting Lake area. A regional international consumption center and important commercial and trade distribution center will have been preliminarily established, which will connect with the Guangdong-Hong Kong-Macao Greater Bay Area and the new western land-sea corridor of China. The provincial total retail sales of consumer goods will hit 2.3 trillion yuan, and the ratio of social logistics cost to GDP will be lower than the national average. 

Hunan has made remarkable progress in modern distribution system construction in recent years. In 2021, the number of the commercial distribution businesses with the annual sales above designated volume exceeded 12,000 in 2021. There were more than 47,000 logistics market entities, in the front rank nationwide.

In the coming three years, Hunan will deepen the market-oriented reform for modern distribution, improve modern commercial distribution system and modern logistics operation system, and enhance the supporting role of transportation, modern financial service, and credit service in distribution industry, to construct the modern distribution system at high quality.
