The signing ceremony of the memorandum of cooperation (MoC) on the "one railway and two industrial parks" project and the donation ceremony of agricultural machinery and equipment between the People's Government of Hunan Province and the Ministry of Agriculture and Forestry (MOAF) of the Lao People's Democratic Republic were held on the morning of August 26, 2022. The ceremonies kicked off simultaneously in Changsha, China and Vientiane, Laos via video link. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province and Phet Phomphiphak, Lao minister of Agriculture and Forestry, made remarks via video link. Khamphao Ernthavanh, Lao ambassador to China, attended the signing and donation ceremonies.

The "one railway and two industrial parks" project is led by the Department of Commerce of Hunan Province, with the cooperation of the Foreign Affairs Office of the CPC Hunan Provincial Committee and the Department of Agriculture and Rural Affairs of Hunan Province, and jointly planned and promoted by Lao MOAF. It aimed to give full play to the "one railway" (China-Laos Railway and its extension), jointly build the "two industrial parks" (Modern Agricultural Industrial Park in Vientiane, Laos and relevant industrial parks in Hunan Province), and create a new pattern of economic cooperation between Laos and Hunan. The project will connect domestic and foreign industrial parks and production bases to cultivate new industrial clusters; help Lao high-quality agricultural products to enter the Chinese market and promote Hunan products to go global; and, assist Laos in developing modern agriculture through scientific research cooperation and other measures.

Hunan Province, at the request of Lao MOAF, also donated a batch of agricultural machinery and equipment to the ministry, in order to promote the building of the China-Laos community with a shared future.
