Changsha's Net Inflow Rate of Mid-to-high-end Talents Ranks Among Top 3 in China

Changsha needs more talents to implement the Strategy of "Strengthening the Provincial Capital". Recently, the "Love Changsha, Reach out for Future" - 2022 National College Students Experience and Exchange Event was held in the city. It was jointly organized by the Organization Department (Talent Office) of the CPC Changsha Municipal Committee and the Changsha Municipal Committee of the Communist Youth League. The event aimed to enable students from well-known universities nationwide to further understand Changsha, and attract them to stay in Changsha, through "industrial chain" post practice, enterprise visits, city tours, symposiums and other activities. It would help provid a strong talent foundation for full implementation of the Strategy of "Strengthening the Provincial Capital" and promoting the high-quality development of Changsha City.


In recent years, Changsha has continued to optimize its talent policies, with a special focus on outstanding young talents. Changsha's advantages in industry, housing price, and policy have been fully unleashed. These efforts offer more support for young talents to come and stay in Changsha, and to build Changsha into a dream city of employment and entrepreneurship for young talents. The total number of talents in Changsha increased from 1.1 million in 2017 to 2.8 million in 2021. Last year, the net inflow rate of mid-to-high-end talents ranked among the top three in China.


In order to guide and encourage young talents to work in Changsha, Changsha government gives colleges and universities up to 1 million yuan in rewards every year based on the enrollment rate and number of local students, and the growth rate and number of graduates staying in Changsha.

For the graduates with doctorates, and master's and full-time bachelor's degrees who are under the age of 35 and have settled down and worked in Changsha within two years of graduation, they will be given 30,000 yuan, 20,000 yuan, and 12,000 yuan of subsidy respectively for rental housing and living.

For the newcomers with doctorates and master's degrees who are under the age of 35, they will be given a house purchase subsidy of 100,000 yuan and 30,000 yuan respectively for their first house purchase in Changsha.
