On July 19, Hunan government held a scheduling meeting on provincial investment attraction work in the first half of 2022 (H1). It was learned that Hunan signed 177 investment projects with 89 "Three Categories of Top 500 Enterprises" in H1, with a total value of 202.479 billion CNY. "Three Categories of Top 500 Enterprises" refer to "Fortune Global 500", "Chinese Top 500", or "Chinese Private Top 500" enterprises. Among all of the projects, 109 were funded by Fortune 500 companies.
Between January and May, Hunan's actually utilized foreign capital, or foreign direct investment (FDI), was 2.216 billion USD, a year-on-year increase of 128.17%, which was 105.57 percentage points higher than the national average. Both the total amount and the growth rate of FDI took the lead in central China. Over 70% of the annual plan has been completed. The paid-in domestic investment grew by 32.1% to 574.35 billion CNY.
Hunan's economic and trade activities achieved remarkable results. There were 302 provincial-level major projects worth 226.84 billion CNY signed at two major economic and trade activities in H1: Hunan's first batch of provincial-level major projects centralized signing ceremony and the 10th Global Forum for Hunan Entrepreneurs. Hunan entrepreneurs invested in 148 projects, accounting for nearly half of the total.
The "Return of Hunan Entrepreneurs" campaign progressed steadily. In the first six months, Hunan businessmen who returned to Hunan to invest has registred 426 enterprises, completing 85.2% of the annual target. They injected accumulated paid-in capital of 211.2 billion CNY, exceeding the annual plan of 190 billion CNY.
Ten industrial parks and zones made breakthroughs or realized multiplication. In the first five months, the actual use of foreign investment in the parks and zones above the provincial level amounted to 1.9 billion USD, a year-on-year increase of 166.34%. The utilization of foreign capital in 6 parks and zones including the Changsha High-tech Industrial Development Zone and the Wangcheng Economic and Technological Development Zone doubled, and that in 4 parks and zones including Yuhu and Longhui High-tech Industrial Development Zones broke zero.
