On July 4 and 5, a Changsha delegation visited Turpan City of Xinjiang Uygur Autonomous Region to carry out economic and trade exchanges. During the visit, the delegation was invited to attend an investment promotion meeting of Turpan City. Ma Xueliang, secretary of the CPC Turpan Municipal Committee; Liu Zhongjie, deputy secretary of the CPC Turpan Municipal Committee and commander of the Hunan Front Command Aiding Xinjiang; and Kang Zhenlin, vice mayor of Changsha and chairman of the Changsha Municipal Federation of Industry and Commerce, attended related activities.

In August 2017, Changsha and Turpan officially established sister city tie. This was a historic handshake between the bright star city of Changsha and Turpan, a pearl on the Silk Road, which are thousands of miles away from each other. Since then, mutual assistance and exchanges between the two cities have become increasingly frequent.
In October 2021, a Hunan Party and government delegation visited Xinjiang to inspect the work of Hunan's pairing-up assistance to Xinjiang, proposing to further improve the four aspects of pairing-up assistance, economic and trade exchanges and cooperation, agricultural cooperation and development, and cultural tourism cooperation.
This visit is a positive practice to further deepen bilateral economic and trade exchanges and cooperation.

At the investment promotion meeting, the Changsha Municipal Bureau of Commerce and the Turpan Municipal Bureau of Commerce signed a strategic cooperation agreement. According to the agreement, the two sides will conduct in-depth cooperation on jointly building communication and coordination mechanisms and strengthening economic and trade exchanges and cooperation. The signing of the agreement is an important action to deepen the notion that "Hunan and Turpan are one family" and an important embodiment of jointly advancing the Belt and Road Initiative. It will comprehensively deepen the economic and trade cooperation and exchanges between Changsha and Turpan, and facilitate the two cities to combine advantages and complement each other. During the visit, Changsha financial enterprises reached preliminary cooperation intention with local enterprises in Turpan on a number of projects.
