The Central China (Changsha) Engineering Technology Innovation Intelligence Valley was inaugurated at the Dongtang Zhongshe Square in Yuhua District, Changsha on June 30. At the inauguration ceremony, Yuhua District released the Administrative Measures of Yuhua District on the Utilizaton of Special Funds for Promoting the Development of Small and Medium-sized Enterprises. It also initiated the establishment of the Yuhua District Sci-tech Innovation Industry Investment Fund, which is based on market-oriented operation. It will rely on the advantages of the China-Africa Economic and Trade In-depth Cooperation Pilot Zone, provide platforms, opportunities, and policy support for enterprises to go global. Changsha Vice Mayor Zhou Zhikai attended.
According to the plan, the intelligence valley will adopt the mode of “government-led and state-owned enterprises undertaking responsibilities"; integrate engineering technology resources of state-owned enterprises in the area; give full play to the leading role of leading enterprises; build a new platform for enterprise cooperation and complementarity; and, forge a “1+3+9+N” industrial development system.
The intelligence valley is expected to achieve an output value of 100 billion yuan within 10 years. This will drive the development of a 1-trillion-yuan industry chain cluster, and create a new engine for the agglomeration development of engineering technology industries.
The “1+3+9+N” industrial development system refers to:
--Taking one engineering technology industrial cluster as the core;
--Building three innovation development platforms, namely, industrial incubation, shared design, and design industry alliance;
--Centering on green, low-carbon and intelligent integrated development to build nine technological innovation centers, including the carbon neutrality development research center, the green building research center, the new electric system research center, and the smart city research center; and,
--Improving several supporting services including consultation, basic support, and promotion.
