"Railway Rapid Clearance" Mode Adopted to Boost China-Europe Freight Train Service

On June 25, the first China-Europe freight train service in Hengyang City that adopts the "Railway Rapid Clearance" mode was launched. The train departed from Hengyang South Railway Station and exited China via Manzhouli Port to Vorsino, Russia. The train carried 50 containers of goods including tablet computers, CNC machine tools, clothing, and daily necessities valued at 42.82 million yuan. It is scheduled to arrive in Vorsino in 12 days.

The "Railway Rapid Clearance" mode is a new customs clearance mode launched by the General Administration of Customs to further smooth the international logistics channel that opens to the west and promote the development of China-Europe freight trains. The customs authorities have shared logistics data with the railway authorities and implemented a number of measures to facilitate customs clearance. All customs clearance procedures for goods can be completed at the place of declaration, and there is no need to declare separately at the exit port. This helps shorten customs clearance time by 1 to 2 days compared with the ordinary customs clearance mode. The customs clearance efficiency at railway ports has thus been greatly improved.

“Thanks to the new mode, customs clearance time for the train can be reduced by about 17 hours, saving more than 200 yuan per container," said Wang Jian, general manager of the Hengyang Hongguang Logistics Co., Ltd. Wang added that all customs clearance procedures can be handled in Hengyang, which greatly facilitates customs clearance for enterprises.

This year, the Hengyang Customs has vigorously promoted the "Railway Rapid Clearance" mode, communicated with import and export enterprises, provided professional training for corporate leaders and personnel, optimized the supervision process, and made 24/7 customs clearance services available. From January to May, the customs authority supervised 19 outbound China-Europe freight trains with goods valued at 546 million yuan, an increase of 90% and 70.1% year-on-year respectively.
