The General Office of the State Council recently announced that, it decided to roll out 30 supportive measures to 199 local authorities as incentives for their efforts and achievements in 2021 regarding implementation of major policies. Hunan's transportation construction made the list for the first time, thanks to the steady growth of annual investment in road and waterway transportation construction, and the successful completion of investment projects subsidized by local funds through vehicle purchase tax revenue. It will be rewarded 50 million yuan of local funds subsidized by vehicle purchase tax revenue for transportation projects construction in 2022.
Since 2020, the Department of Transportation of Hunan Province has been preparing for major transportation projects in line with the “14th Five-Year Plan” planning orientation and investment policy in advance, and sorted out 92 key points one by one. It began preliminary work for 16 expressways, 15 waterways, and 8,328-km national or provincial trunk roads projects to be started during the “14th Five-Year Plan” period. The competent authority has actively innovated financing channels. Since 2020, 15 expressways with the total length of 1,275 kilometers have been constructed with social investment, with the fundraising of 200.7 billion yuan. This surpassed the sum of those from 2002 to 2019, without increasing the provincial financial burden. Waterway transport construction plans to charge reasonable tolls for newly-built ship locks, offering access to market-based financing.
In the past two years, Hunan Province has completed a total of 177.5 billion yuan in transportation investment. There were 16 expressways reaching 1,306 kilometers started construction, 5 ones with the total length of 283 kilometers completed construction, 1,635 kilometers of national or provincial trunk roads newly rebuilt, and 28,500 kilometers of rural roads completed construction. The pattern of "expressway accessible to all Hunan counties, passenger vehicle available at every village, and hardened roads reachable to each group" has taken shape. The total waterway mileage reached 12,000 kilometers. In 2021, Hunan saw 104 billion yuan in transportation investment, making a record high. Between January and May this year, the transportation investment was 36.36 billion yuan, a year-on-year increase of 42.9%.
In 2022, Hunan will ensure that the transportation investment exceeds 100 billion yuan. It will improve the three highway networks of "fast road, trunk road, and general road", smooth the "intersection" channels of the Xiangjiang River and the Yuanshui River waterway transportation, and build the backbone waterway network based on the Yangtze River, Dongting Lake, Xiangjiang River, Zijiang River, Yuanshui River, and Lishui River.
