The 2022 Hunan Provincial Leading Group Conference on Open Economy Development was held in Changsha on June 14, 2022. Hunan Vice Governor He Baoxiang called for developing an open economy with high quality and efficiency, and contributing to stabilizing the provincial economic performance.

Vice Governor He pointed out that the current international and domestic environment is complex, and the downward pressure on the economy is increasing. It is necessary to scientifically study and judge the situation, systematically make plans and coordinate implementation, change according to the situation, and follow the trend, so as to promote the open economy to achieve steady progress and quality improvement.

He asked to firmly set up the goal of “taking the first place in  central China and striving for better ranking nationwide”, and go all out to promote the quality and efficiency of the open economy. Efforts should be made to:

- Stabilize major indicators and contribute to stabilizing the macroeconomic performance;

- Encourage market entities, accelerate the implementation of policies that have been taking effect, and introduce targeted support measures according to the needs of enterprises and the market;

- Promote the recovery of consumption, cultivate consumption hot spots, stimulate consumption potential, and do everything possible to increase residents' income and promote employment;

- Expand the international market, strengthen studies on countries, policies, and industries, and improve services for those “going global” enterprises;

- Strengthen platforms and channels, give full play to the “experimental field” role of the pilot free trade zone reform, optimize the evaluation system of the industrial parks and zones, and speed up the building of international logistics channels and freight assembly centers; and,

- Pay close attention to attracting investment, carry out investment promotion around the “3+3+2” industrial clusters and the 22 advantageous industrial chains, and improve the quality of investment promotion services.

All the departments should enhance organizational leadership, boost morale, implement policies, and carry out supervision and demonstration to ensure work effectiveness, he added.
