The Changsha Municipal Natural Resources and Planning Bureau recently issued 20 measures to implement the Strategy of “Strengthening the Provincial Capital”. Within 3 years, Changsha will complete the optimization of regulatory plans for “ten major urban areas” and the central urban area. By 2026, the city’s permanent resident population is expected to hit 12 million, and its built-up area will reach 1,000 square kilometers.
At the end of 2020, the permanent resident population of Changsha reached 10.048 million, exceeding 10 million for the first time. Since then, this internet-famous city has attracted talents with its unique advantages such as low housing prices.
The person in charge of the city's Natural Resources and Planning Bureau said that, to fully implement the Strategy of “Strengthening the Provincial Capital”, Changsha will follow the requirements of being a metropolis with a population of 10 million, build various kinds of infrastructure, and focus on the following five aspects:
Devoting greater energy to enhancing the provincial capital’s driving force. Changsha will lead the construction of Changsha-Zhuzhou-Xiangtan metropolitan area, plan the Changsha-Zhuzhou-Xiangtan Green Heart Central Park (Changsha part) with high standards, guide the layout of major public projects along the Xiangjiang River, and build a 100-li or 50-km corridor along the river.
Strengthening functions and enhancing the provincial capital’s core competitiveness. Changsha will build an advanced manufacturing corridor on the east bank of the Xiangjiang River and a sci-tech innovation corridor on the west bank, and plan and build the Xiangjiang Science Town. It will guide the spatial layout of cultural and creative industries featuring “two belts, three areas, and multiple points”, create a number of cultural landmarks, and improve the city’s ability to host global and national large-scale events and conferences.
Strengthening quality and enhancing the provincial capital’s image soft power. Changsha will construct a spatial landscape pattern featuring the 100-li Xiangjiang River corridor with east and west banks complementing each other, and build exhibition areas presenting the harmony of the mountain, the river, the isle and the city. It will take control of the construction of Yuelu Mountain and its surroundings, and prohibit any new illegal construction projects. It will also build itself into an “international slow city” with Yuelu Mountain and Ancient City Historical and Cultural Scenic Areas as the core.
Strengthening guarantee and enhancing the provincial capital’s capacity in boosting the economy. Changsha will move faster to clear up land that has been approved for use but not yet available, unused or inefficiently used, and implement a mechanism for linking the increase and deposit of construction land. It will improve the structure of land supply for government-subsidized houses, and houses for first-home buyers and upgraders, and strengthen the guarantee of land use for rental housing and ensure the implementation of relevant policies. It will also push ahead with a pilot reform of “the land list system and the notification and commitment system”, and comprehensively implement a reform that enables newly-built commercial housing buyers to receive a property ownership certificate upon the delivery of the property.
Strengthening governance and enhancing the provincial capital’s comprehensive risk-bearing capacity. Changsha will strengthen response and planning for disasters including extreme weather and public health emergencies.
