Recently the Hunan Provincial Department of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the Hunan Provincial People's Government, and the Hunan Provincial Federation of Industry and Commerce jointly issued the "Action Plan on Digital Transformation of the Manufacturing Industry (2022-2024)". It aims to build Hunan into a hub of advanced manufacturing industry of national importance with the support of digital transformation.

The action plan proposed that through three years of hard work, the digital transformation of key manufacturing industries in Hunan will be at the national forefront, and a national demonstration zone for industrial internet will be established. By the end of 2024, the labor productivity of industrial enterprises above designated size in the province will be significantly improved, the computerized numerical control rate of crucial processes in key enterprises will exceed 60%, the penetration rate of digital operation and management will reach 75%, and the penetration rate of digital R&D and design tools will reach 85%.

Regarding important indicators such as the computerized numerical control rate of key processes of enterprises and the penetration rate of digital operation and management, the action plan put forward that Hunan will implement "ten projects" to accelerate digital transformation of the manufacturing industry.

They include:
-- Digital infrastructure improvement;
-- Key industries digitalization;
-- Backbone enterprises taking exemplary role;
-- Digital empowerment of small and medium-sized enterprises;
-- Innovative development in industrial internet;
-- Industrial software R&D and application;
-- Digital upgrading of industrial parks;
-- Breakthroughs in key and core technologies;
-- Industrial information security; and,
-- A project to support public service system.

Efforts will be made to exert the leading role of large backbone enterprises in digitalization, and accelerate the digitalization of small and medium-sized enterprises.

The Hunan Provincial Department of Industry and Information Technology will continue to create a number of digital application scenarios for key industries such as equipment manufacturing, raw materials, consumer goods, and electronic information. Every year a number of key projects concerning manufacturing digital transformation, network collaboration, and smart upgrade will be implemented. About ten "5G plus Industrial Internet" demonstration plants will be built. These efforts will help support the establishment of a provincial "5G plus Industrial Internet" pilot zone.

The State-owned Assets Supervision and Administration Commission of the Hunan Provincial People's Government will support large state-owned enterprises in building digital workshops and smart plants, create a number of industrial models for digital transformation, and carry out pilot demonstrations and typical scenario cultivation for digital transformation of state-owned enterprises.

The Hunan Provincial Federation of Industry and Commerce will strengthen service guidance and vigorously promote the digital transformation of private enterprises.
