Li Dianxun, a member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, successively visited Gushan Village, Yuanmenkou Neighborhood, Wugang City; Taolin Village, Dankou Town, Chengbu Miao Autonomous County; and, Hunan Dongyi Electric Share Co., Ltd., Shaodong City on June 7 and 8, 2022. He came to inspect the work of rural revitalization, entrepreneurship, and employment.

Executive Vice Governor Li noted that reform is the key to rural revitalization. He asked to unswervingly develop innovative thinking and reform methods, focus on activating the resources of labor and land, take the three measures of "going out for employment, returning home to start a business, and cooperating to thrive on business", vigorously develop the rural economy, and strive to increase farmers’ income. Efforts should be made to boldly promote the reform of rural talent, finance, and land management, and coordinately solve the problems of employment, money, and land that are necessary for rural revitalization. He called for adhering to the leadership of the Party, taking mass autonomy as the foundation, aiming at low-cost operation, boldly innovating social governance, and reconstructing a new pattern of rural governance.

Returning home to start a business is the primary source of investment, the fundamental support for promoting consumption, and the key guarantee for solving employment in most parts of central and western Hunan, he remarked, adding that it is necessary to:

- Effectively promote returning home to start a business through three means of implementing target assessment, improving liaison organizations, and strengthening incentives and commendations;

- Establish a platform for returning home to start a business, ensure the supply of production factors, lead the transformation and upgrading of enterprises, and better serve the start-ups; and,

- Coordinate the promotion of youth, women, militia, retirees, and other means of entrepreneurship, to stabilize growth and ensure employment with the strong support of national entrepreneurship and in a more effectively way.
