Governor Mao noted that comprehensively strengthening infrastructure construction and the “Three Major Supports” were the practical needs of stabilizing the economic market; the objective needs of integrating into the new development paradigm; the long-term needs of promoting high-quality development; and, the strategic needs of coordinating development and security. The modern infrastructure construction is always indispensable for coping with the current downward pressure, integrating into the domestic and international development pattern of “dual-circulation”, and standing at the forefront and remaining invincible in regional competition. The central government proposed to promote in an all-round way the infrastructure construction in the network-based, industrial upgrading, urban, agricultural and rural, and national security fields.

He called for strategically comprehending the connotative requirements of comprehensively strengthening infrastructure construction and deeply understanding infrastructure construction in the five fields aforementioned. He remarked that network-based infrastructure construction should focus on interconnection, supplementation, and chain strengthening; industrial upgrading infrastructure on enhancing core competitiveness; urban infrastructure on building high-quality living space; agricultural and rural infrastructure on promoting the modernization of agriculture and rural areas; and, national security infrastructure on improving the ability to cope with extreme situations, which should be well planned and implemented based on the actual situation of Hunan Province.
