Hunan, Hubei, Jiangxi to Join Hands in 73 Tasks in 2022

A meeting on promoting coordinated development of the three provinces in the middle reaches of the Yangtze River –Hunan, Hubei, and Jiangxi – was held on May 21. The meeting announced that, the three provinces will jointly carry out 73 key tasks in 2022.

In 2022, an array of regional cooperation agreements will be reached regarding jointly implementing the Belt and Road Initiative, and the inter-provincial prevention and treatment of air pollution. A work conference of the capital cities of the provinces in the middle reaches of the Yangtze River will be held. A guideline on implementing the blueprint for the 14th Five-year Development Plan of the city clusters in the middle reaches of the Yangtze River will be rolled out. A series of plans will be mapped out, regarding the green development pioneering areas of Tongcheng, Pingjiang, Xiushui counties, and the Dongting Lake Ecological Economic Zone.

Research will be conducted on the rail transit network in the three provinces. Coordinated work will be pushed forward for a number of projects, including the Changsha (Hunan) – Ganzhou (Jiangsxi) High-speed Railway, the railway between Hubei’s Xiangyang and Hunan’s Changde, Guidong-Xintian Expressway in Hunan, expansion of Shanghai-Kunming High-speed Railway Changfu (Jiangxi) – Liling (Hunan) section, first phase of the G357 national highway Rucheng (Hunan) – Chongyi (Jiangxi) section, the UHV AC transmission between Jiangxi’s Nanchang and Hubei’s Wuhan, and the Linxi River hydropower station in Hubei's Hefeng County. The “dead-end” and “bottlenecked” roads in the border areas of the three provinces will be sorted into a dynamic database.

Entrepreneur symposiums and e-commerce regional coordinated development forums will be organized. Mechanisms will be established for sci-tech resource sharing, entrepreneurship instructor cooperation and communication, and coordinated development of foreign trade, fund, and businesses. A technology manager competition of the city clusters along the middle reaches of the Yangtze River will be held. Weekend travel train service for Wuhan, Changsha, and Nanchang, capital cities of the three provinces, will be launched. 

Beyond that, the three provinces will learn from the institutional innovation experience of the demonstration zone of green and integrated ecological development of the Yangtze River Delta. The experiences of the Yangtze River Delta region in joint river (lake) chief scheme, and joint promotion mechanism for the key projects in the border areas of the provinces will be replicated and advanced. The market entity credit data collection and report standards will be unified. A regional technology trading alliance in central China and an agricultural product circulation mechanism in the capital cities of the three provinces, will be formed.
