The Free Trade Zone People’s Court of Changsha County People’s Court was inaugurated on May 12. The move aims to create a “Changsha model” for offering adjudicatory service to the free trade zone and fully serve the implementation of the Strategy of “Strengthening the Provincial Capital”.
The Hunan Pilot Free Trade Zone Changsha Area was established in September 2020. It covers an area of 79.98 square kilometers. And 91.21% of its implementation area is in Changsha County. The free trade zone area in Changsha County has seen active foreign trade economy. There are 89 “enterprises above designated size in four sectors” and 12 high-tech enterprises. The accumulative fixed-asset investment reached 200 billion yuan and the foreign investment in actual use amounted to 211 million US dollars.
The new court is mainly responsible for handling commercial cases related to companies, investment, trade, finance, insurance, and real estate, and civil and commercial cases and intellectual property cases concerning foreign affairs, Hong Kong, Macao and Taiwan, in Changsha Area’s three blocks -- the Changsha Economic and Technological Development Zone, Changsha Airport Economy Demonstration Zone, and Changsha Convention and Exhibition New Town. The court began trial operation on February 28, 2022. So far, it has accepted 495 cases and settled 363 cases, with good legal and social effects achieved.
Li Lixin, Party secretary and chief of the Changsha Intermediate People's Court, said that, Changsha Area is the main battlefield for the construction of the Hunan Pilot Free Trade Zone. The new court will provide fair, efficient, and convenient judicial services for the Hunan Pilot Free Trade Zone, and facilitate the zone to form an international, market-oriented, and law-based business environment.
