Changsha County, Changsha Economic and Technological Development Zone Issue New Talent Policies

A policy implementation activity of the Hunan Pilot Free Trade Zone International Talent Center and a talent policy release activity of the Changsha County and Changsha Economic and Technological Development Zone (CETZ) were held on May 10. CETZ granted 101.7 million yuan of rewards and subsidies to enterprises, institutions and talents on site. CETZ and Changsha County jointly issued a series of talent policies, pledging to invest 1.5 billion yuan to create a “strong magnetic field” for talents.

During the activities, CETZ gave rewards and subsidies to 23 institutions, enterprises and studios, including Hunan Leye Human Resources Co., Ltd., and Guangzhou Mitsubishi Motors Co., Ltd., and 32 craftsmen, foreign talents, high-level talents and backbone talents, including Lu Xiong from the Hunan Sany Institute of Technology and Pang Jingyu from SEG (China) Auto Parts Co., Ltd.

Meanwhile, CETZ released a talent program which plans to spend 5 years and invest 1 billion yuan in talent introduction. A total of 51 measures were introduced, including 16 for industry leading talents. Based on the original provincial, municipal and district-level policies, five new supporting measures were added, involving parents' health care, rewards for contributions, loan interest discount, promotion to enterprises above designated size and high-tech enterprises, and participation in the deliberation and administration of state affairs. There were 14 measures for outstanding young talents represented by those holding a doctoral degree. Nine new measures were added to support the living, scientific research, and entrepreneurship of talents holding a doctoral degree and the entrepreneurship of talents holding a master’s degree.

Changsha County issued education and health care talent policies. It will invest 500 million yuan and strive to introduce and cultivate 1,045 talents in the education and health care sectors in five years.

Last year, CETZ identified 1,938 backbone talents, and coordinated efforts to address the housing qualification problem of 339 enterprise executives and backbone personnel and the children enrollment problem of over 240 talents. It also offered free accommodation and employment guidance to more than 3,000 college graduates who came to apply for jobs.
